1968 Austria 5 shilling.
At first I thought this was due to damage but when I zoomed in on my photo, the border rim did not look damaged as it reached in towards the center of the coin. It looked like it was made that way. What do you guys think?

It is probably damage. Dings and hits can move metal in interesting ways. For example, Gumball Machine Damage.

Based on the metal being "smushed" toward the center, my vote is that this is a rim bruise (damage).
