Maybe overcharging because of availability of the pre 1960 nickels in the wild? Other than that I have no idea

They aren't that rare. I find a solid 30 pre '60 nickels per box. Plus He has only sold 2. I think the price should be closer to $11.99

Turn on the coin vault or coin showcase or whatever they call it on home shopping network if you really want to see overpriced stuff.

It's like the old saying goes though "it's only worth what someone is willing to pay for it". If people are buying at his/her prices it's clearly not overpriced to someone.

He can ask for whatever he wants. Whether he gets it or not depends on those making the purchase. How informed they are. I've said this before, we do live in America, he can ask but it's up to the general public to be well informed, or not....

Overpriced, sure. People will buy things based on emotions, though. Happens all the time.

You have to remember that he had to go to a bank, buy many, many rolls of Nickels, take them home and look through all of them. Separate them, place add in ebay. Now he still has to pay for the gas in his car from all that running around too. When you, if you, buy his stuff, your helping him pay for all that.
