Those are not scratches per se, this particularly is extremely tough, if not impossible, to find with a fully struck chin and cheek. Those are a combination of marks inherent to the planchet (like you see on some loon dollars, possibly from the blank burnishing process) and the weaker strike on that part of the coin. The surface itself is smooth, and there is not a mark on this coin, but the weaker strike and effects of the planchet in those weakly struck areas, probably hurt this coin in getting a higher grade (eye-appeal counts with PCGS).
