It looks to my old eyes like the 9's and the D have something there and above the MER in America on the back looks odd and that is almost directly opposite of the date. Is this just a bad strike by the dies?

Looks like something under the D, not just DDD. Closer pics would be nice.

It is a split plating issue on the mintmark. DDD on the date area. No RPMs after 1989. Just a spender.
