Nobody can tell the degree of rotation from your images. You'll need to take them face-on and straight.

coppercoins if I understand you correctly that is face-on and straight I did not take the pictures at an angle

It looks like the coin is in a 2 X 2 and has been simply "flipped" over (what a great pun!). If true, then the degree of misalignment is close to 180.

Take a shot of the whole 2X2 with maybe a paper clip at one end. Both sides.

thank god I thought I messed up again how rare is a 20 degree rotation it don't sound like that is much.

i am pretty excited even if it is not worth much because this is really the first time I have ever found something like this.

my grandfather has bags and rolls of unc State Quarters that I never looked at.

for some reason I looked at a Delaware roll and found this. I think it's time to pull all the bags and rolls out and have a look.
