CAC - After a previous Memorial cent was struck, fragments flaked off and remained in the striking chamber. When this coin (pictured) was struck, these residual fragments obstructed the dies, resulting in this "struck fragment brockage." This piece is graded CAC MS63RB.

That's nice.. Appears to be a dropped letter "E" above E in CENTS too.
