This is a strange one and I'm asking for some help. Is it DDD or MD or something else? The top of some of the letters look like pyramids.
I was thinking maybe MD with the step like feature being on both side of the effected devices (letters). Is it simply just an old worn out die? Thanks for your help and comments.

I'm thinking that it's all Die Deterioration Doubling and Die Deterioration combined.
Errers and Varietys.

Agree with all above. On the date, is that 'crud' between the rim and the top of the 3, or could it be a mini/micro Cud?

Some of those dies in the 80's were used, IMO, way past their prime!
Must've been a tight budget at the mint during those years
