Looks to me like it could do a MS65. It's RB. Good-looking coin, real good eye-movement through it.

Is the O and E on the reverse have doubling at the bottom of the letters?

It kinda looks like there is very minor doubling. Is the 1938 known to have DDR varieties?

Found one kinda like that roll searching-but yours is better. Mine was about MS-62

I suspect the scans are hiding the luster. Scans typically make the luster look flatter than it really is.

If the luster really is somewhat flat...MS64RB.

If it has nice cartwheel luster in hand...MS65RB.

I agree with cwb8539, grades, scans hide a lot on the coins.
