I read in another member's post that he signed up for the free 8 submissions or something like that-how do you get these or where?
Thanks in advance

You have to sign up for PCGS collector's club at the platinum level. I think it will cost $199 but you get full privileges to submit to PCGS, a voucher for 8 free submissions for coins valued under $3000, and a couple other benefits. It is worth it to join if you plan on submitting 8 coins as the voucher alone is worth $240.

there is a lower level that you get a 4 or 5 free grading certificate. The free grading certificates pretty much pays for the joining of the membership and I feel is worth it if you plan to submit a few coins within that years time. I am a member of NGC's and PCGS's club memberships and even though I may not submit very many coins for grading I do use the certificates and usually send a couple more in there also

Generally PCGS requires that you send in all 4 or 8 "free" submissions at the same time. So, make sure you have accumulated the full number of candidates before you send in your grading order.
