No way VF-30 in my opinion, this has all the characteristics of a high grade coin in the lack of wear in the leaves, talons, knees, and looks like it could be lustrous. Not sure on the grade but its at least upper EF.

It looks like too much wear on the head for XF. I'd say VF30-35.
