Umm, nope. Nothing doubled there.

Remember that repunched mintmarks (what you are calling a double D) do not happen after 1989. The die making technique changed and eliminated repunched mintmarks in 1990.

That is die flow. These form on LDS-VLDS dies from die wear. An earlier die state will not show these line. It is a form of die deteriation.
