Look up some pics of confirmed small dates (and check previous threads regarding small date 1970s). You will see that the "9" is more rounded, curved toward the stem (not pointed down as much), and it has a somwhat pointed end it seems. Also the "liberty" will be weakly struck. All of that will make LOTS more sense when you can see a pic of a confirmed small date. Unfortunately the one you posted is 100% large date.

I think it's hard to determine LD/SD by the tops of the digits.

One question; was it ever determined why the 1970 small date came into existence?

100% Large Date. Until you have one, your eyes play tricks and everything looks like a small date. Once you have one, it's very easy to tell.
