Is a 1946 AU-UNC silver dollar (cleaned) regular price $105 for $53 is that okay to buy? Or how about a 1874H 5 cent crosslet 4 VF (lightly scratched on obverse) regular price is $125 for $55. good buys or not good?

From looking on the coinsandcanada site doesn't sound like a great deal on the 1874 5c. The scratches will likely really hurt the value. The 1946 depending on how harsh a cleaning may not be too bad a deal judging from what prices these seem to go for. I havent seen a 1946 go for under $60 lately depends on the condition. Some photos would help us to give you a better idea

But better to spend the $100 on one nice coin regardless....."scratches" and "cleaning" comments are the kiss of death........ They may be cheap but they still will be cheap if you ever try to sell.....and hard to sell even at a cheap price......

If your just using them to fill holes until you upgrade to an MS coin, then I'd say your O.K., however, if this is a permanent part of your collection, don't buy them. Reason being, every time you go to view your collection, it's the first thing you will always look at and remember about the coin.
After a while it will eat away at you and you will want to get rid of 'em. Better to get nice examples for a few extra dollar$ than to have cheap stuff in your arsenal!
