Is this a new DDO I have found.
Notice the splitting across the whole top of the "R", the "T"
and the "U".
The "S" also seems to have extra thickness on the bottom curve and a split at the top of the end

Looks like contact flattened the devices. Nothing doubled.

Looks like the "grooves" on the you are wear marks from circulation. They are flat and not grooves. Looks like a normal cirulated 83' to me.

The line running from the devices toward the rim are die flow. Common on later die state coins. The glare is covering anything else you can see. Try rotating the images 180 degrees with the light souce different. That way the light can flow over the area in question instead of glaring.
