1992 D Penny Error

Hello, I found this Penny in Roll.The Cross-Like-Cut was already there when I found it.It weighs 1.9 Grams due to the loss of mass in the CUT.It has a strange Error on the back.The Memorial Building is tilted sideway... and the Words and Centered with Themseleves (top and bottom letters).How can this happen? The two sides of the Cut are not even measured? My theory is that the cut was placed to not let anyone at he MINT take it home...but it did happen...just a theory.

Has Anyone found one like this?
Does this hold any collectable value?

The cut is the shape of a cross and was punched into the coin after it left the mint. This is a normal coin that is now damaged. Sorry, but not a mint error.

The Memorial isn't crooked...the cross is leaning to the left...
