I'm at VF-35 also; weakness at the center of LIBERTY is acceptable on these coins even at the EF level. The obverse hairlines are evidence of an abrasive cleaning suffered at one time. The coin looks genuine to me, although I think I'd insist on TPG authentication before buying any Seated dollar.

I'd say VF-30/35 as well. Definitely cleaned.
