At first I thought it was PMD...I still think it might be but I definitely am not sure. My reason is why the only feature of the coin is there a different color metal is the area missing the We? I also see a criss-cross pattern in the area in question.

Grease or oil. Not PMD as the rim is not affected. Very common to find these in circulation. Even the hair is affected.
