Hello Sweets, scarce coin in any high grade, however, the example you have there has definitely been tampered with. There appear to be hairlines in the scan as well as that glossy look consistent with a cleaned/polished coin.

Hi, sweetswede, Yeah, it looks like it may have been buffed or polished at one point.

Polished!
I believe the black gunk around the letters on the obverse is residue left behind as a result of poor polishing.

ok I have a stupid question about this then, why would it be bad to clean the coin or buffing it? Does this dmg the coin to the point its not worth doing? the coin in the pics still looks pretty good although I cant really tell the dif form the pics myself.

ON a side note I have not cleaned any of my coins as I was told not to. but wasnt told why.

If I stripped the paint off (let's say) a Shelby Mustang or I scrubbed the car down with sand, do you think that would affect it's visual appeal?

I think the same way about coins as do many and the prices for damaged/cleaned coins reflect that. Unfortunately coins can't be recoated, at least a car can be repainted.
