Die overpolishing, just like any others that might be out there. Nothing special.

Oddly enough, Breen listed a number of these in his book years back as being something special, which caused a lot of confusion over the years. Almost all cases of missing initials on coins are a simple matter of die overpolishing and should really be treated as such. This is yet another reason why I tell new collectors that Breen's book was good for its time, but is far outdated and pretty much useless as a current attribution guide.
