Looks like some sort of damage or foreign material. Possibly a fragment of a rubber-band that deteriorated away?

Most definitely not a rubber band. It seems like a metal. Also you can easily tell it is not just a foreign substance stuck on it.
Any more helpful advice?

I cant easily tell it's not just a foreign substance stuck on it. I think that's what it is.

Is the band integrated into the side of the rim?

If something like that had occurred during strike/coining, the face of the coin would not be uniformly stamped around (even beneath) the object.

o the forums.

Its going to be difficult to get a good answer with a blurry picture. Better pictures will be needed for better answers.

From the picture it looks like someone took a grinder to it.

Brought this Dime by a local coin guy. He says it looks like an error when it was struck in the mint.
Looking to get some opinions on rarity?

That is really odd looking It is almost certainly PMD. A closer look shows the foreign substance is above the surface of the coin. If it were somehow stuck between the die and planchet, the substance would be embedded into the surface of the dime.

Honestly, without being able to see the coin in-hand, it looks like solder with a groove quickly pressed into the still hot soldering material.

For the life of me I cannot imagine how that could have happened at the mint.

It is raised and not incuse....correct?

Solder seems most likely to me. PMD IMHO!

I don't think it happened at the mint. The design would be over the UFO. (Unknown Foreign Object LOL) Remember the half dollar with a piece of steel on it. The design of the die was struck in that Struck through item?

Whatever it is, it is almost certainly not from the minting process.

I agree because that same UFO or one similiar to it attacked a 1911 LWC of mine awhile back.

Jordan, I have the same exact thing on my dime, 2 vertical lines where there should be verbiage, but my dime is a 1974. This certainly looks like it was a mint error. I have no idea on the value..
