1983 Hawaii Penny?help!

Friends,As I was searching through another Roll..I found a 1983 almost MINT condition.It has the Map/Geographic pic of the Island of Hawaii and a few near by islands as shown on Maps,right above the DATE.
Who made this? I just sent a E-mail inquiry to the US MINT.
The Penny has all the regular Marking VDB all mottos are clear.

My Guess,In 1983 the US mint was changing over to the Zinc side from copper,were they trying out Proto-Types for all the STATES like the State Quarters.But, the program failed and did not go into Production...One Guess.
The Design of he Islands has Depth and is all Zinc Plated even iside the Deep Fields of the Islands.Sorry,I don't have a pic to upload as yet.Its a Professinal job,well thought out...
Its done way to nicely to be someones joke or a hobby coin/token/Gift.It even has the abbreviation HI for Hawaii in the Middle of the Main Island written from North to South.
Has anyone seen one before or heard of...?
Well,God Willing its a REAL US MINT..I found a Million Dollar! Penny!.Don't tell me they sell these for $19.99 in Bags at Ebay.for every STATE..Well,any Suggestions.

It sounds like someone outside the mint may have stamped that coin. It would be a lot easier to tell if you were able to upload a photo.. even one taken by a cell phone, as long as the details are relatively clear.

This is most certainly not any type of pattern coin and it was not done by the US Mint, no one there is going to know anything about it. Cents stamped with state outlines have been around since the early 1970s and it is done by private marketing companies, they are indeed quite common and you can even purchase sets of all 50 states.

Without pictures your really not going to get the answer you are seeking. Most likely it is a counter stamp. Some people collect them and might buy it for a dollar or two. I found one this week.

Ive found a few of these one from Ny one from Texas and another one from someplace else just garbage to me sense an outside source made them actually destroying the coins good thing that wasn't on a doubled die I would be extremely unhappy if that was the case :(
