I have the WEB error in hand and now understand why it graded 30EPQ. I took this photo with my iPad with side lighting to give you an idea of the condition of the note. I got several comments from the original photo, provided by Stacks, that the note looked better than VF.

Tough bank! Give us the background!

Found it online. Virginia nationals seem to be getting harder to find.. or maybe the ones I need are just getting tougher.

Steve - I definitely see the reason for the grade now. Looks like it got wet!

And another note, straight from the southern West Virginia coal fields, that just doesn't show up very often. Last public auction for a note from this bank was in 2015.
Welch is the county seat for McDowell County. The population in this county peaked in the 50's, just shy of 100,000 people. Today, there are fewer than 20,000 living in the county. 35 percent of the county lives below the poverty line.

Welch itself peaked at around 6,600 people in the 50's. Today, Welch has fewer than 2,000 residents.

Finally found this after two years of searching. Print run of only 234K, very tough note. Right, it's CGA, but this has it all to me - deep dark coloring, clear paper wave and great centering.

She's a(nother) beaut, Clark!

Nice note, Bruce! Does the little bracket in the upper left have any bearing on grade?

Will you re-submit this one?

Thanks. In my experience these marginal guide marks are not a factor in grading. I really like these 1928 first series "numericals" and am getting closer to finishing the set, though I still have a couple of killers to go. Someday I'm sure I'll resubmit, but I have a lot of stuff ahead of it in line, such as this, another nice untouched '28 series note:

Tough note, great S/N, only 84K print run, though this was the highest of the 12 districts in this series (lowest was Dallas at 12K). How do you grade, F or VF?
