The coin appears to have most of its mint luster. That leads me to think that it is at least AU and the weakness in details is from strike. It could be MS but I just can't say for sure.

The eagle's legs look good. Does the breast look just as nice? I can't really tell because of the glare.
The only thing I can see is that small 'rim hit' at 3 o'clock on the reverse. Otherwise, Beeeuuuuttteeeffuuulll

The case says MS-65.. but sadly the case is from a TPG.. :(

What TPG is the case from? One of the top three would be MS64- MS65. A basement grader would be AU55 to maybe MS61 in reality.

It's really hard to tell with the lighting in the photos, but I'd say AU as well, maybe MS but too hard to tell.

I'm thinking it might be a "basement slabber".. The company is pcga (professional coin grading and authentication) which I am assuming is supposed to be a knock off of pcgs.

The lighting in the picture masks too much detail to give more than a "ball park" grade, which I would give as AU-53 all the way to MS something.

The breast, legs and talons tend to indicate a really flat strike. However, I don't expect that from 1890 Philadelphia, and the neck and largest wreath leaves don't agree either. Nor does the obverse; flat strikes aren't one-sided.
AU50. I might change my mind with sharper images.
