Is it legal tender and is it silver? Anyone know?

This is a special euro, which can be used as legal tender in France only.
I have to admit that I never saw anyone use it - but it's worth 10 euros here :) (a bit much now that the coin is no more on sell at local bank offices)
This is part of a 10 euro set which depicts each France region - there are new sets made in 2011 and 2012 as well.
- Silver 10g - size 29mm - silver content 900/1000
- 100.000 coins made for this region this year

Yep, those collector coins are legal tender in the issuing member state only. The, ahem, real euro and cent coins can be used throughout the currency union. ;) What is interesting about this series though: As far as I know, the coins can be had at face value in the depicted region, e.g. your Centre coin could be had at €10 in Chartres or Orléans. Others you would have to swap or buy. The 2011 (famous buildings) and 2012 (famous people) designs I find more interesting ...
