MS-60.. but with the lack of luster and the scratch... AU-58 at LEAST

Verdigris/active corrosion in the date? Rim Cud at 9:30. MS details because of that scratch.

The scratch you mention is the one on the reverse at about 2 o-clock? The pieces on the obverse are thin slivers of the rim rolled onto the coin and appear to have been there since struck. Almost like the edges never got cleaned up if they did that then.

The "rim Cud" is on the obverse at 9"30 a raised lump of metal. The other areas on the rim in the obverse (front) from 1:00 to 3:00 are most defintely scratches and deep ones at that, this makes the coin loose around half it's value or more, the obverse damage is more costly than reverse damage to most collectors. I'd grade the coin AU details recolored, cleaned and obverse damage, netting it out at F-VF price at best.
