Looks like a Flying Eagle cent to me! Do you have a full picture?

I'd call it a Flying Eagle cent pattern.

I believe it's an especially nice unc rather than a proof but both are usually considered patterns rather than regular issue. Tomato/ tomatoe.
Time don't fly, it bounds and leaps.
