A Complete 1964 Mint Set Would Have 2 flat Packs, One with P mint coins Cent through Half and One with the D Mint coins. Sounds like he has only Half the set.

If the Mint token is a silver and blue octagon with "US MINT PHILADELPHIA" then it is a Proof Set. If the Mint token is round with grey plastic and blue printing, it is the Philly portion of a P&D Mint Set. As for value, Greysheet ASK for the Proof Set is $25.50 while Greysheet ASK for a P&D Mint Set is $43.25.

Thanks Biokemist, I have the Philadelphia and never knew the difference.
Is this true only about the 1964?

The silver and blue octagon was used on the cellopack Proof Sets from their introduction in 1955 through 1964. Proof Sets prior to 1955 were sold in a small cardboard box with individual cellos and 1955 had both types of sets.
