The center post of the mint mark broke off, leaving the area in the center not being shaped. Happens on later die states.

Worn mintmark punches were used for a number of years(1979-S is probably the best known) but a broken post can happen on any denomination for any year. Die state also plays a role, the post can be worn down enough in late die states that it appears to be a filled mintmark. Either way, it adds no value to a coin.
