Odd its only the 9, no other evidence on the coin.

from what I can see it does not look like doubling but more like post mint damage ( PMD), but thats what I see and I am not expert on Double Dies.Hope I am wrong!!

I actually see some on the 2 and the fat crossbar of the 7 as well. Interesting coin.

Looks like the 9 took a hit, it's just smooshed.
Normal 1927.you can tell by how thin the top of the 9 is compared to the other digits
