Is there any rim damage near the area in question?

When something hits the edge of the coin the metal has to go somewhere, so it pushes up, away from the hit on the edge of the coin. That's what you have. Simple metal displacement due to damage on the edge of the coin.

From what I can see,

Look at the rim , See if there is a DIVOT along the edge? .

Looks like the METAL is being PUSHED down forming the damage in question .

**My opinion is also PMD looks like it may have fell on its side and caught something to push the material as you see.. Looking at the photo I see a "DARK" spot along the outer edge right above the Pushed metal**

Actually the BEST indicator is that:

a. There are four damage spots along the rim on this coin. One is bigger than the others and gets all the attention. VERY BIGGEST CLUE. Don't needle pinpoint focus on one tiny area of a coin and make assumptions without looking the WHOLE coin over for clues. You had at least three other clues that this was damage.
b. The damage is somewhat soft edged. Cuds are always cut, sharp edged.
c. The area in question has a dark spot (shadow) along the edge of the coin. That shadow is caused by a pit. The pit was pushed into the coin, so the metal had to go somewhere.
