According to my Charlton guide, the Proof sets starting in 1996 were made of sterling silver for all coins except the penny. I'd say yours is one of these. Nice grab. Don't mind the naysayers. People see a low post count and automatically assume you're a newbie with way less experience with coins than them. Some members of some forums are worse than others. Looking at the photo originally posted I would have to say that the quarter in question would go for melt value only, as it has been well circulated and has lost most/all of its luster.
