So, I bought this coin, and while it is very much prooflike in hand when rotated per say, I can't seem to get it to show in pics. That and the fact that I am struggling very much to think this is close to MS64 has me    I will try to take better pics this weekend for sure.

Prooflike coins are tough to image, no doubt about it. From the pictures, I can't tell how deep the mirrors are so I can't make a call on the pl designation.........as for grade, I would go no higher than ms63 because of the obverse. With so many frost breaks and hits on the cheek, it unfortunately has the look of an even lower grade.

Scan it. The darker the field of the result, the more likely it is to be prooflike. Regarding grade, the coin is so frosty that it's tough to tell what on the cheek is break in the frost, and what's actually marks on the surface. My guess is it's mostly breaks in the frost; if the cheek were that marked up, the fields would be far nastier than they are.
My gut impression is that you've got a good shot at 64 with this coin, but better pics are needed. I don't normally recommend angling a pic of a coin, but if you get some angle into the shot of this coin, you can put something on the other side of the angle that will reflect off the fields and help show the reflectivity.

I'm at work this morning, but I will try for better pics today when I get home. In hand, I honestly think it's a 64, but unfortunately, pics don't lie...
Superdave, you're correct, the chatter on the cheek is frost breaks for the most part. I will get some angled pics up.

I stand with the ms63 grade (although I have seen far worse in 64 holders). Are you seeing cartwheel luster instead of mirrors? If so, she is not prooflike.

I am leaning to agree with the 63. No cartwheel per say, definitely mirrors, just can seem to get the perfect picture. Maybe I will try taking a pic from about 3 feet instead of so close...

Try it in a brightly-lit room, instead of the direct light. Tilt it like you have, and see if you can get something bright to reflect in the mirrors from the opposite angle.

I would say MS63,I'm not seeing the PL but I might change my mind with different pics.

I think it would grade at MS63 - too much cheek chatter for a higher grade. In the first set of pics, it looks like the devices are heavily frosted. If that is the case and the fields have a mirror-like appearance, it would definitely be considered PL.

Looks MS-62, shot 63. Lots of chatter on the cheek keeps it in the low MS range.
