From the pic I would say it is a facsimile. The signatures and serial # should not be black. There was iron in the ink used back then. If it were genuine the hand written parts should be a lighter and orangish/brown color due to iron oxidation..

I agree with Amida17...the color of the signatures should never match the printed note!
