Looks like a small date to me. Not sure about cleaning, but it does have some unappealing scratches/abrasions.

SD--the lighting angle makes the 7 look odd.
A lot of these have die scratches; I suspect that's what I'm seeing here.

It looks like a small date that I think might grade MS-63 RD. Based on the marks on the rim near the date, it looks like the coin that was posted in the other thread for comparison.
