I have found a Lincoln Cent with no VDB below the Lincoln's shouler , please let me know if this is a variety coin or a normal coin , also , I would like to know the dates that they have VDB below the Lincoln's shoulder

sometime because of Die Deterioration they do not show up. I am not aware of this being an error. Just my opinion someone with more know how will, I am sure, let you know.

"VDB" (for Victor D. Brenner" was removed from the reverse of the Lincoln Cent but restored to a spot below Lincoln's shoulder in 1918. More: http://coins.about.com/od/famousrar...ln_cents.htm

Every year Lincoln Cent from 1918 and up to today
has the V.D.B. initials on it. They are located in the same
place on the coins obverse. If you cannot see the initials at all
it is because the die/dies that were used became too worn in that area
so the V.D.B. did not punch up enough to see it. Or that some dirt or debris was on the die and that would not allow the initials to show up.
The initials are part of the die/dies when they were made and there were never any dies made without them. You may see or read some stories
about some coins that are rare or worth a lot of money because they have no V.D.B. on them. This information is not true and is just a gimmick to try to make a dollar.

All Lincolns after 1917 should have the initials. Sometimes due to Die Deterioration or excessive die polishing the initials are removed from the die. 1989 is well known for missing initials but it happens in other years as well. In 1989 some dealer did a big promotion on the 89's and pushed the price up to $8 - $10 per coin. After he sold out and the promotion ended the price dropped back down to nothing.

The initials don't disappear due to filling of the die because the initials are raised on the die. You would have to fill most of the bust to get rid of them. I suppose sice they are raised they could chip off the die but I've never seen a case of that.
