I've always thought of a Jeton as being some sort of European token that was made to be a counter. Indeed, Wikipedia says -

"Jetons were token or coin-like medals produced across Europe from the 13th through the 17th centuries. They were produced as counters for use in calculation on a lined board similar to an abacus. They also found use as a money substitute in games, similar to modern casino chips or poker chips. Thousands of different jetons exist, mostly of religious and educational designs, as well as portraits, these most resembling coinage."

This is the first one I've seen with "20" on it. Were there 5's, 10's and more to help count something?

It reads : Napoléon replacé sur la colonne en Juillet 1833
Which means, Napoleon, placed back on the column on July 1833

On July 28, 1833, the bronze statue of Napoleon I, manufactured by Seurre, was inaugurated at the top of the Vendome Column (Place Vendome in Paris)
