in what year did the mint start packaging all the sets in the current plastic "slab"?

believe they started the slab for proof sets in 1968
that was earliest I could find anyway

Fuzzy317 is correct, but, in 1973 the mint changed the packaging with the Ike dollar through 1978, used again in 1979 with an adapter for the Susan B. then a smaller case in 1980, '81, and '82 then went back to the style and size in that the use today 1983.

The two-lens proof sets began in 1999 with the advent of the Statehood Quarters. 2007 saw the first three-lens sets with the issuance of the Presidential dollars. With some modifications, the current method of packaging started in 1966 in a long line of five coins for the second year of Special Mint Sets (1965-1967). In 1968, the annual proof set was issued from San Francisco in a hard plastic case with a outer box.
