If your photos accurately portray the rotation then I would say 45 degrees

Thanks everyone for the replies. Nice to find a rotated coin after seeing lots of pictures, still don't know what makes it CW or CCW. Is it the relation to the obverse or the reverse.....is there a way to tell which die rotated?

There's no way to know which die rotated. The way I see it is that the angle should not be more than 180 degrees. Therefore it is clockwise or anticlockwise to follow this rule.

Take a 2x2 and draw a line vertically down the middle then use a protractor to mark the angles around the plastic center. Place the coin in the 2x2 with the obverse lined up with the vertical line, then turn over and read the angle of rotation on the reverse... that being said, it you flipped the coin perfectly overI would say 40-45 degrees...

Here's my thinking, If you take a normal cent between your thumb and index finger obverse facing you then WE should be at the 12k position. Then turn the coin and States should be at the 12k position. If the coin is rotated CW then States would be near the 1k position and if it is rotated CCW then States will be near the 11k position. That's my thinking, if I am wrong please let me know (always trying to learn)

Why? I would call it a 310° - 315° rotation.
