Can anyone give me an idea of a fair offer price for these?

I don't believe these have much collector value. The half, quarter, and tenth balboa coins are 90% silver (same weight and composition as USA silver half, quarter, and dime) and are probably worth their bullion value plus a small numismatic premium.

At a guess, the set might go for $20-25 on ebay.

with all due respect, these do have collector value if you happen to be a collector and don't have these. Now I would agree with a statement along the lines of they have no additional numismatic value beyond bullion. But I would only say that because the price of silver is so high and folks gobble it up just because it is silver

Jaobler is correct, I just saw the same set sell on ebay for a total of $26. I would figure a 20% premium over bullion value is fair.

Thank you. I'm doing a trade with a friend and it looks like he is offering me more than they're worth, so I'll have to find some way of sweetening the deal for him.
