Can Someone Explain The Whole Thing With 1991

First. Is it all 1991 coins or just quarters?

Second, what happened. I just picked up a 1991 specimen double dollar set for dirt cheap and curious as to why average ebay is 150-200$

Just the quarters. It was the lowest mintage in something like 85 years. 491,000 I believe. This was done on purpose in preparation for the oogles of commemorative quarters to be minted in 1992 for Canada's 125th anniversary.

So what is the value of a double dollar 1991 set?

The double dollar set is a proof set. There is also a specimen set and a proof like set. I haven't seen a double dollar specimen set.

Dealer price is about $55 for the 7 coin double dollar proof. The 6 coin specimen and the proof-like sets are each about $35. Of course, they are routinely available for less on auction and reselling websites.

I believe there was a strike at the mint that year,5&10cent and loonie also had reduced mintage in '91 though not as drastic as the 25cents.
Only the circulation 25cents are few in number.The mintages of specimen and double dollar sets for 1991 was not unusually low yet these sets and the quarters in them attract a premium price because of the misconception that all 1991 quarters are rare.
Double dollar 1991 sets regularly sell at about $30-$40 on ebay,check the completed listings.

I buy the odd $200 worth of quarters at the bank because a few months ago a friend of mine pulled a full roll of silver quarters. Always keep an eye out for the 73s and the 91s. Have yet to find a 91 and have gone through at least $2000.

Not quite, the plant workers went on strike that year, so production of 25c coins was quite limited. There are lots out there in mint state condition, but generally tough to find in circulation. I sold 10 mint rolls of 1991 25c coins this past year, and most coin shops have several BU examples to pick from. I imagine, with the alloy recovery program, that finding them in circulation will be even tougher...
