I found a good deal on a '31-S today, a nice cleaned XF coin. However, I checked it later, and it had some very small hairlines. I think it might have been whizzed. Is this a big deal? Can it be retoned? It's just for my circulated set, anyway.

IMHO ... a damaged coin will always be damaged. A cleaned, whizzed 1931-S will take a long time to re-tone ... and even them will be a damaged coin.
Each of us needs to make our own choices about what to collect ... if you are satisfied then that is all that matters.

I took it out of the 2x2. Apparently, the scratches were only on the plastic! It's cleaned, but not badly. I really did get a good deal.

If you want it to tone down a bit, place on a kitchen window ledge for a while. On the inside, not outside.

Once cleaned, always cleaned, you cannot "unclean" a coin.

Well you can carry it around and wear the cleaned surface off if it does bother you. Id suspect most of the older coins out there have had something done to them at one point or another that would be classified as cleaning

Forgive me for asking but what is "Whizzed" Buffed? Tooled? Dremel application of some kind?

Yeah whizzed is using a high speed wheel to "clean" the surface of a coin with a soft material. Results vary.

To the untrained eye, it can make the coin look MS. However, it will remove all traces of cartwheel luster and leave behind hairlines.....obvious signs to an experienced eye.
