Just got this in in a batch of coins-- not sure what is going on. Looks like plated , but why? Maybe a counterfit, but again why?

Yeah, that looks plated but authentic. Perhaps someone dipped it and tried to sell it as an error.

More likely, it was in jewelry. Is that solder on the rim below the date?

it looks like paint to me, so I am guessing some kid took a can of spray paint to it, maybe hoping someone would think it was a quarter so they could spend it? I would dip it in acetone and see if it comes off, if it does its probably paint, if not then the plating thing may be what it is

Looks like spray paint to me too. Would acetone remove that?

Yeah, soak it in acetone. Should come off.
