This is a 1992 cent which the reverse 'STATES' appear to be doubled. I can' seem to get the right angle for pics but looking with a loupe it is clear and is a stairstep. Correct me if I am wrong all comments are appreciated!
I suspect this is Die Deterioration. You are seeing the zinc under the coating. I first noticed this on the cents in my modern proof sets. Unfortunately, that find ruined my respect for moderns.
