Unless the reeding is missing, making it a non-centered broadstrike, it is just mis-aligned dies and worth face value. None of the design is missing so it is not an off-center. If the reeding is missing then it will have a small premium.

It is either broadstruck or a partial collar strike, depending on the presence or absence of reeding.

I don't think it's a MAD because both sides are off. We need to know about the reeds.

It is possible for both dies to be misaligned but it is unusual.

Most likely it's an uncentered broadstrike, but we won't know until Vermontensium answers the edge question.

How unusual would a MAD be if it is off in the same direction on both sides?

Usually this is seen on a partial collar and part of the rim can be finned. But an edge inspeaction would be a great help.
