Is This A Mint Mark Error? Or Just Sloppy?

Below are some pictures of a microscoped P mintmark on a 1989 Roosevelt dime. It looks to me like something was 'wrong' when the mintmark was stamped. The inner space where there should be no metal has some metal and I think the upper left edge is 'off' but I am not profesional enough to know how to describe it.

Opinions?

I took several different shots with different lighting because I cant get a 'great' shot yet with this microscope.

A lot of the "P" mintmarks from that era look that way, at least the one's I've noticed have...

As I have found, the plugged mint marks are not uncommon (see my attached thread) , the other item looks like a die break/crack.
