Can anyone tell me who issued these? I'm assuming that it's something like a gas station give away, but the quality of strike and metal is so much better than I'm used to.

What you have is a medal -- not a token -- that was struck by The Franklin Mint in 1968. It is from the "Presidential Hall of Fame" series that the FM struck for Shell Oil -- the sets were a promotion of Shell gas stations here in the US.

I agree, they are of a better quality than most promotional pieces -- like them or not, the Franklin Mint did produce nice quality pieces in bronze, pewter, silver and gold.

It is indeed a gas station giveaway - the 1968-69 Shell Mr. President's Game. You may see some aluminum versions - those were the game pieces. The brass tokens were part of one of the prizes: a coin board with all the Presidents up to LBJ. The filled in hole at the top was - I assume - in case there was a different President come Jan 1969 and there was. I believe they made Nixon tokens, once the game started, and you could pop out the cardboard plug and put him at the top.
