i'd wouldnt place much emphasis on the LIBERTY, which is the original determinant for grade with indina heads; because copper-nickel cents were often weakly struck. when I look at the back three feathers, the lines look incomplete in the centers but detailed at the end (which wears first) so this looks to be a classic weak strike. my grade for the obverse is a VF35. the reverse has wear on the oak leaves and minor wear on the ribbons, so i'd give that EF40. overall, since the obverse plays a more important role in determining grade, i'd give it a VF35.
