For older coins like Walkers I expect they would be pretty fair. Back when PCGS accepted ICG coins for crossover grading I had positive results for a number of classic coins in grades ranging from VF-35 to MS-64. I think there are a lot of solidly-graded coins like this floating around in ICG plastic.

I agree about looking for a MS64 slabbed for a similar price. Dont get me wrong that looks like a good strike and as long as the price stays low its a good value, but $55+ is too much for a MS63 in such a common walker date imo.

I like buying classics in ICG holders. Some people only like PCGS and NGC and avoid all other holders. But I find ICG accurate graders and I will take the lower price, I crack the coins out anyway.
