I'm not sure of what the "TEST" is unless it's the serial number being above 96000000...

I don't think it is because it has a serial above 96000000 because the high serial is 99840000.
The only thing I see after a quick look is 3rd print is slightly low and a little left - bottom right 6 touches the signature. or It is where there is a typo in the 1982 Seventh Edition Standard Handbook of Modern United States Paper Money by Chuck O'Donnell.
It is not high front plate number, or not high serial.

E2 and the other E number dont match

I don't think it is that because the E2 is the sheet position and the E2050 (best guess reading it) is the front plate number. They seldom match.

I'm actually shocked no one has said the obvious. On modern $1 notes any serial above 96000000 is sold by the BEP as an uncut sheet. So what is the story with this note?

Partially true. BUT back in the 1977A series, the high serial printed for regular distribution, as I pointed out earlier, is 99840000. During that time frame a print run was 20,000 sheets for regular notes. Today a print run is 200,000 sheets, thus the 96000000 limit for regular notes. In 1977A there was no uncut sheets for public sale. Hope that answers your question "So what is the story with this note?"

Yes that is the point I was trying to make. I know a lot of people here don't delve too deeply into these things. Like I said it surprised me when no one said anything about an uncut sheet. I like to try to educate people from time to time. Thanks for playing along!
