This is a 1890cc tailbar I got for $150. The black dot on the forehead is a marker point on the case. But my question is this considered negative value toning and should I think about dipping it?

I wouldn't. With a circulated coin the effect of dipping is usually a very obvious, washed-out looking surface that will almost certainly be less attractive than what you have. I might give it a routine acetone rinse just in case it has some old PVC or other organic residue but I'd stay away from any kind of dip (such as E-Z-Est and similar products).

The tailbar is usually easy to sell and I think you got this one for a very good price. If you want to upgrade I'd take the best pictures I could, bring up the light levels a bit to get all details very clear, then put it up for sale. Then use the proceeds to buy another one that you find more pleasing.

It's dark but I would not dip it. It may end up looking worse after you do a dip.

I wouldnt either, it does look like it may have had an old dip and re- toned

Never.

Anyways, a Tailbar has enough value and liquidity that the color won't matter.

Don't dip it. I don't think the risk is necessary, especially because it's a Carson City silver dollar.

A general rule to keep in mind is that if you don't like the eye appeal of a coin then you should not buy the coin. It is a circulated coin with dark surfaces, which in this case would not dip well at all and you would be left with a horrible piece that no one would want. If you don't like it then you should sell it and move on.
